: In English, "phrase" implies less than a complete sentence (which this is), but more than a single word. On this site, "phrase" usually means a common phrase, possibly with a small amount of variation in the wording in various appearances, but having the same meaning and usage every time used. The sentence quoted might be an aphorism, but is really just a clever sentence, with a sort of pun. The best suit of clothes is the one that looks best on me. You might stretch the significance by saying that what looks good on the rack is no good if it doesn't look good on me, or, the proof of the pudding is in the eating.
