The only entry against "paranoid" in the Penguin Dictionary of Quotations says that "Time" magazine 0n 24 Jan 1977 quoted Henry Kissinger as saying "Even a paranoid can have enemies". That *may* mean that Kissinger had the idea first and that popular culture later re-shaped his insight into a snappier form; or maybe the phrase already existed and Kissinger uttered a staider version of it, more suited to a world statesman!
