That sounds like a mix of "here we go loop-di-loop" and "the Hokey Cokey" - I am not an expert on those songs/dances, but when I organised a WWII era revue, the Hokey-Cokey was mentioned as being a war-time favourite by somebody who could remember back.

Willy Russell makes reference to "Loop-di-loop" in "Shirley Valentine" - the main character mentions that when she was younger she was "loop-di-friggin'-loop"
