I, too, am having some difficulty with this (muddy) sentence: it seems to be saying that at some point the BBC was reporting a story detrimental to one political party, which made it seem partial to one side, "irresponsible" (in a don't-make-waves environment) and therefore, perhaps, disloyal. It certainly could be written more clearly.
