By typing the phrase into the box at the Google site (www.google.com), I got several links. The site linked below (www.geniusatwork.co.uk/ tiocfaid.htm) says it means "Our day will come" and is an Irish Republican slogan. I didn't pursue the origin. You can probably find that too, using Google.
