In the US, the PBS TV show called, "The History of English" claimed that cockney slang arose amongst the street vendors of London who needed to talk to each other and thier stock boys about the price, quantity and quality of their produce without alerting the customer standing in front of them as to the exact nature of the situation. Had they proper stores to work in, they could then slip into a back room to confer about such things.
