What does "Never mistake motion for action" mean?

It means you are just spinning your wheels and not really going anywhere.

Marlon Brando quoted the above phrase, giving a good example of his "method" acting style. Brando once adviced a younger actor by saying: "When they say "Action!" (in a film shoot), it doesn't mean you have to move."
